Land Bank looking for permanent home

JAMESTOWN – The organization created to assist in solidifying the county’s housing stock is searching for a home of their own.

On Wednesday, the Chautauqua County Land Bank Corporation discussed how their current location in Jamestown is undergoing some changes. The land bank has been using County of Chautauqua Industrial Development Agency office space since being created in 2012.

Earlier this year, IDA officials announced they would be leaving their current location of 200 Harrison St. to move to the BWB Building on the corner of Third and Washington streets this summer.

Gina Paradis, land bank administrative director, said there is limited space at the new IDA location. She said the land bank has been offered a desk and a cubicle, but those circumstances might change in the future. Also, she added the land bank is still allowed to use a desk at their current location, but they would have to share it with another organization.

Paradis said they asked the SUNY Fredonia Technology Incubator for office space and were given a ”sweet deal.” She said they will be able to lease space month-to-month for about half the price. She added they will be paying $425 a month for office space that normally costs $960-$980.

Even though they have found a new place to lease, Paradis said they are still looking for a grant to finance a permanent location for the land bank.

”I think the incubator has a lot of benefits for the time being,” she said.

In other land bank business, they received a clean audit for 2015. Paradis said the audit process was made more difficult because they used three auditors. She said the first auditors had scheduling challenges that led land bank officials to hiring a second auditor. However, once the second auditor was involved, it was discovered they didn’t have the necessary experience in handling a public authority. Finally, they found a third auditor who was able to handle the process smoothly despite time constraints because of the delay in finding an appropriate bookkeeper.

Paradis provided a demolition update for the board. She said all of the demolitions in Dunkirk involving the land bank have been completed. She added the Jamestown Urban Renewal Agency is doing a quality job in handling mixed-use demolitions throughout the county. In October, the land bank approved JURA to handle mixed-use demolitions. Paradis said the ”Trophy Building” along Main Street in Fredonia and another mixed-use building in Stockton will soon be demolished.
